<p>Data ownership is one of the most critical clarifications in enterprise data management. If a data field is wrong, incomplete, or inconsistent and it is unclear who is responsible for correcting it, governance may fail in practice. A data owner is not merely the technical system owner; often it also includes the stakeholder who understands the business meaning and usage context of the data. Without clear ownership, data quality cannot be improved in a lasting way. When responsibility is diffuse, quality becomes diffuse as well.</p>
