<p>A sampling frame is the critical structure that determines which part of a population is actually reachable during data collection. A population may be broad in theory, yet the real collection process may include only certain users, devices, stores, or records. This gap is one of the main sources of sampling bias and representational failure. A strong sampling frame design makes visible who is systematically left out and reduces silent distortions in data analysis.</p>
